This report discusses the problems associated with traditional contracting procedures when applied to new and challenging fields, such as the analysis of the social impacts of public works projects. The report, which draws upon recent experiences of Corps of Engineers planning procedures and contractor personnel, includes a general discussion of the typical contracting process utilized by the Corps in contracting for professional services, and chapters dealing with market development and contractor selection, development of scopes of work, and maintaining and integrating contract results with other planning activities. It has been nearly four decades since the appearance of the first electronic, tube-based, computer; two decades since the introduction of a large-scale solid-state computer; and seven years since the personal computer became available. In that relatively short time, the computer has already had a profound impact on almost all aspects of our lives, an impact that can only be expected to grow in future years. Two areas of impact are of particular interest in our prediction about the coming computer revolution: engineering applications and engineering education. We speculate briefly on the near-term evolution of computer technology and how it may affect these areas of engineering. As a focal point, the discussion concentrates specifically on the power of computer graphics and computer interactivity. (ERA citation 09:005658)

Engineering, Social Justice, and Sustainable Community Development is the first in a series of biennial workshops planned by CEES on the theme of engineering ethics and engineering leadership. This workshop was inspired by members of the CEES Advisory Group (CEES-AG), who raised questions about conflicting positive goals for engineering projects in impoverished areas and areas in crisis. These conflicts arise domestically as well as in international arenas. CEESAG noted that engineers and ethicists had not examined or discussed the difficulties such conflicts could pose for successful project completion. These goals of project sponsors and participants, which are often implicit, include protecting human welfare, ensuring social justice, and striving for environmental sustainability alongside the more often explicit goal of economic development or progress.

Engineers are an extraordinarily diverse group of professionals, but an attribute common to all engineers is their use of information. Engineering can be conceptualized as an information processing system that must deal with work-related uncertainty through patterns of technical communications. Throughout the process, data, information, and tacit knowledge are being acquired, produced, transferred, and utilized. While acknowledging that other models exist, we have chosen to view the information-seeking behavior of engineers within a conceptual framework of the engineer as an information processor. This article uses the chosen framework to discuss information-seeking behavior of engineers, reviewing selected literature and empirical studies from library and information science, management, communications, and sociology. The article concludes by proposing a research agenda designed to extend our current, limited knowledge of the way engineers process information.

In order to analyze the socioeconomic and environmental impacts of northern Gulf of Alaska petroleum exploration, development, and production, it is necessary to make reasonable and representative predictions of the nature of that development. The petroleum development scenarios in this report serve that purpose; they provide a project description for subsequent impact analysis. The socioeconomic impact analysis of the Northern Gulf of Alaska petroleum development postulated in this report will be contained in a subsequent report of-this study program.

Social network monitoring is the application of statistical process control charts to changing social network measures over time. Quality engineers use control charts to detect slight changes in industrial manufacturing processes. Once detected, the quality engineer will identify a maximum likely change point, when the process began to change, and search for the specific cause of the change. These tools allow quality engineers to quickly identify changes before they cause significant financial loss to the manufacturing company. In the same manner, analysts can use control charts to detect slight changes in dynamic social network measures. A cumulative sum (CUSUM) control chart is applied to a dynamic social network data set of the Al-Qaeda terrorist organization. The data set ranges from 1988 to 2004. The CUSUM identifies a shift in several network measures in the Al-Qaeda network between 2000 and 2001. The CUSUM most likely change point for all measures is 1997. This example suggests that if analysts were to use social network monitoring to monitor terrorist networks, dangerous shifts in the network might be detected before they become a problem. Furthermore, the specific cause of change could be identified, allowing analysts to exploit positive changes in a terrorist organization and mitigate negative changes.

The report presents views on the key issues facing the Social Security Administration's (SSA) data base integration program. The program was initiated in 1982 to modernize the storage and management of the agency's automated information files. The Deputy Commissioner indicated that this was an opportune time to evaluate the program's future strategy since the author had recently assumed responsibility for SSA's Office of Systems. The author also noted that in light of the experience the General Accounting Office (GAO) has had in reviewing SSA's automated systems, the author believed our perspective on the program would be valuable.
